Dr. Angeles studied law at the Ateneo Professional Schools and Harvard Law School, receiving his law degree in 1960. He finished his degrees in Master of Laws and Doctor of Philosophy in Political Science at the University of Sto Tomas (UST) in 1968 and 1971, respectively. He also completed postgraduate studies in Educational Management at the Institute of Educational Management in Harvard University. He is the first and only Filipino conferred Doctor of Law (Honoris Causa) by the Sheffield University, UK. He has also been conferred doctorates by numerous universities and Honorary Professorships (honor for life) by universities in the People’s Republic of China.
He had done extensive work in academia from 1990. He founded the AUF Medical Center. He had also been president of 2 local education-related agencies: The Central Luzon Association of Higher Education Institutions and the Private Schools Athletics Association. He is the first Filipino to become president of the Association of Universities in Asia and the Pacific. He had also worked in politics, being twice appointed to commissions involved with constitutional changes, during the terms of President Joseph Estrada and President Gloria Macapagal Arroyo. As President and Chief Executive Officer of the Clark Development Corporation, he contributed significantly to the improvement of Clark. He also founded the Movement for a Strong Philippines (MSP), a non-political, non-partisan organization which aims to increase awareness about the role of the Filipino youth in contributing to the peace, justice, and unity of the Philippines. Dr. Angeles was appointed Chairman of CHED on August 20, 2008, following a month-long vacancy. President Arroyo chose him from a list of other candidates due to his experience in the field of higher education.
Dr. Angeles is married to a very humble and charming anesthesiologist, Dr. Cornelia Lukban-Angeles. They have three children, Sophia Grace (Philippine Mission to the United Nation), Joseph (President of AUF), and Martin (President of AUF Medical Center), all of whom are lawyers.
Hon. Dr. Emmanuel Y. Angeles has been a staunch supporter, mentor and adviser of ATS and Royal Institution for more than two decades.
